Studied economics and law at the University of the Philippines and the University of London. Legislative officer in the Philippine legislature, on key trade and investment laws. Corporate lawyer, working with Bautista Picazo and Castillo Laman Tan Pantaleon & San Jose law offices in Manila. Philippines’ lead WTO negotiator for services, goods trade, TRIPs and DSU. Mr Bernabe is citizen of Philippines.
