The International Centre for Trade and Sustainable Development (ICTSD) is pleased to organize a dialogue on Regional Trade Agreements, entitled “New Labour and Environmental Provisions in Regional Trade Agreements and How They Relate to the Multilateral Trading System”. The dialogue will take place on September 30th 2009, from 11:15 - 13:15 at the World Trade Organisation (WTO), Room CRII.
Background:
Regional Trade Agreements (RTAs) are growing in number and trade coverage. Many of the biggest trading nations are placing new efforts in negotiating and implementing the next generation of regional and bilateral trade agreements that will define the trade landscape as never before. In the package of issues being covered by RTAs, especially those between developed and developing countries, new issues are being drafted into to the global trade agenda. At the systemic level: MFN clauses, the relation with Article XXIV and the non execution clause have important implications for developing countries engaging in RTAs. Regulatory aspects on the relationship between the environment and labour standards are also starting to arise. What new issues will prevail? Will any of those issues make it to the WTO, or become more prevalent in regional agreements?
