Sectoral Approaches to Climate Change Mitigation PDF • 2.49 MBSectoral approaches (SAs) have gained new prominence with the 2007 Intergovernmental Panel on Climate Change (IPCC) assessment of sectoral mitigation potential and their inclusion in the 2007 Bali Action Plan. While there are conflicting interpretations as to what SAs might entail, SA proposals focus on transnational, across the board mitigation of energy-intensive industries. This information note focuses on the concerns of Small Developing Countries, which includes Least Developed Countries (LDCs), Small, Vulnerable Economies (SVEs), and Small Islands Developing States (SIDs). Given the principle of ‘common, but differentiated responsibilities,’ SDC concerns should not be overlooked in SA negotiations and there is a possibility that expanding the scope of SAs for broad-base participation can facilitate better and more informed discussion on a post-Kyoto framework.
