The study provides quantitative estimates of the likely impacts of reducing cotton subsidies and tariffs under alternative reform scenarios, with a primary focus on what is being discussed in the Doha Round. Price, production and trade implications of the cotton-specific and general provisions of the December 2008 Revised Draft Modalities are contrasted with those from unilateral reforms in domestic policies in subsidizing countries as well as from the hypothetical implementation of the WTO panel recommendations in the US Upland Cotton dispute. The study examines the implications of the various scenarios for specific exporting and importing countries and takes into consideration recent historical trends in cotton prices, production, consumption and trade.
